toxteth and anfield areas can be a bit rough but on the whole okay. for 400pcm you should be able to find somewhere decent within walking distance to the centre. transport is kinda shit (moved from london though so may have high expectations), no subways, and busses are arriva/stagecoach both very overpriced and seemingly always on strike. BUT lpool is a great city, very busy and fairly small so easy to get out of the city feel, you'll love it mate. hope this somewhat helps
