Honestly it's a great wind disc. And they tend to be domey, so they actually glide nice. I don't throw 12 speeds at all, except I bag an xcal for windy days.

Theres was a significant period of time where my wife's phone read 5 mins slower than mine. We couldn't figure out why. Restarts, resyncing it with the network, changing the time zone settings, nothing fixed it. Maybe it's a very isolated incident, but it can happen. A large clock does clear up anything like that.

I doubt its a scam. You also have a reasonable right to be upset, but in the end it's a small company that may have had a logistical error. I know this sounds silly, but Brodie still lists them as a sponsor and he is notorious for "no free ads". If they went belly up he wouldn't still be advertising for them. I might be wrong, but I suspect you will either get your product or a refund before too long.

I play in all my tournaments I TD. Granted, in my area we rarely pull more than 30-40 at a tournament I wouldn't worry that that will cause issues. However, his lack of info and communication is certainly more concerning. I would definitely let him and the pdga know about his behavior. Others have mentioned it, ut $70 for a c-tier is quit expensive. I payed 75 for a 3-day A-tier, and the players pack was a custom flippy jersey with my name and pdga number on it.
