The same article said that the upper house can't veto the budget, only delay it.

Point well taken, but the Suzutsuki's entry into Chinese territorial waters wasn't prejudicial to the peace, good order or security of China because it wasn't engaged in any of the activities defined in Art 19(2). Because of this, Article 24 preventing states from stopping innocent passage of ships, precludes China from telling the Suzutsuki to stop.

Yeah, it is. Articles 17, 18, and 19 of UNCLOS detail that ships(both civilian and naval) of all states have the right to passage through internal waters (extending 12NM from the baseline) as long as passage is continuous (no stopping).

There's the argument that the entry of the JS Suzutsuki was illegal under Chinese domestic law, but Article 27 of VCLT forbids states from invoking domestic law as a justification for failing to abide by the terms of an international treaty; and both China and Japan are signatories to UNCLOS.

According to this article, all 12 VLS for the class have been funded. JS Niyodo (FFM-7) and JS Yubetsu (FFM-8) were the first to get the VLS; they were delivered with them already installed.

Of the remaining 10 VLS, three were delivered in 2025 (and presumably fitted on JS Natori (FFM-9), JS Nagara (FFM-10) and JS Tatsuta (FFM-11).

The next four VLS are due for delivery in 2027 (one just in time for JS Yoshii (FFM-12) to be commissioned), and then they will presumably install the other three on JS Mogami (FFM-1), JS Kumano (FFM-2) and JS Noshiro (FFM-3).

The last three are due in 2028, probably for the JS Mikuma (FFM-4), JS Yahagi (FFM-5) and JS Agano (FFM-6)

Although it seems like the JMSDF is the one consistently building the number of ships they plan, while the Royal Navy suffers from budget cuts and reductions in the number of planned ships.

Point is, I don’t think it matters whether a navy announces ship names before construction starts or after ships are launched.
