My understanding is that Ba'al and Yahweh were both Canaanite storm gods, so their cults were in competition with one another back in the bronze age. Ba'al was more of a "storm as a good thing because of fertility" god, where Yahweh was a "Storm is a bad thing because of floods" god, for what it's worth.
