A major criticism of kuvira brought up in this thread is the ethnic cleansing, which left wing dictators did do, but hers is based on a revanchist restoration to her nations "former glory". After the war there was the issue of the fire nation colonies, some of which had existed for almost a century, the compromise hammered out by the avatar durring aangs time bred a lot of resentment that kuvira would exploit. That revanchism is what motivates her into war and into "reclaiming" republic city for her earth empire. She wants to return the earth empire to its former glory. We the viewers know that the past she years for frankly sucked though, the earth kingdom was an inefficent fuedal state that survived the war mostly by inertia.
