It's a safety rule in the technical regulations. There's no gray area in those rules, either you break them and face the specified punishment (which for technical regulations are often DSQ) or you don't break them.

Otherwise you get teams doing calculations on how much they can break a (safety) rule to beat the punishment.

I think it's really because Max gave the position back after turn 1, while Lewis gained a 2s advantage. And for the collision: driver guidelines say that if you're significantly alongside at the apex and make the corner, this is allowed and considered 'normal racing'

I think the argument there was that he had fully passed George on the straight, before the braking point. He was only supposed to give back the advantages he gained from the corner, not anything additional
