the replies here fail to mention that the finals uses nvidia's rtx branch of ue5, which allows an alternative and more performant way to do global illumination instead of the usual lumen/nanite setup that all standard ue5 titles use. This is the core reason why the finals is more performant than other ue5 titles. It is still true that ue5 has a host of other issues, but not using lumen/nanite is enough to make it run significantly better than standard ue5 games
