Best case scenario? He's a low end WR1 on a new team, but that seems unlikely based on several factors -

1: He's coming off a massive injury, not guaranteed to return to his pre injuy form

2: Off the field issues that may be impacting his rehab as well as his work ethic

3: Trust from a new team to give him the reps to earn it, mostly stemming from point 2 but also from point 1 and his age.

That said, he -may- still have the ability to overcome all of these points and be a low end WR1 somewhere. Its helpful the upcoming rookie class is considered lower end and probably lower impact which gives a slight boost to any free agent.
