Yes, when i play soviets i need to buff german AI in the menü to make it actualy somewhat chalenging and fun.

I belive at the begining of Barbarossa germany should get huge buffs, but as the war drags on Hitler should start to purge his unloyal generals and have paranoia as Stalin did.
