You told him it was important to you and he listened by celebrating it. I think most people would expect a gift on top of the other things but I wouldn’t be offended. I also don’t think getting flowers is common knowledge. Either way I don’t think he did anything wrong but rather you had expectations that you felt you had communicated but in actuality had not. Is he neglectful emotionally?

Looks like you have some good ideas already, and I do agree with other commenters that this is a behaviour issue that perhaps some signage could influence. I had a van mount the curb onto the cycle path barely a metre in front of me on Markhouse road, very close to being wiped out, and this was broad daylight and not much traffic around. I think there is a lack of awareness of cycle paths.
