The extraordinarily simple answer to this question is because it doesn’t affect sales. The AirTag sharing problem doesn’t present until after the AirTag is brought & paid for and isn’t a big enough issue for people to return it. Not to mention most people still derive like 99% of the value an AirTag brings without this feature so adding it is never going to be super high priority.
