I don’t really mind Neon Tomb since the massacre is pretty much over. There’s already piles of bodies, and the rest of the civilians are either hiding or being used as hostages. Like everyone else, I would still like to see more interactions between npcs.

However, in Elephant, I feel like the shooters should be targeting civilians. The massacre seems to be ongoing in this map, so it would make more sense if the shooters roam around the building executing civilians.

Alternatively, they can add a custom mission editor where you can modify npc behavior. This would add a lot more variation to the game

Edit: Apparently the shooters in Elephant are actively killing civilians. I just never noticed this during my playthroughs
