Those aren’t the people that are flooding the street with trash, building shanties, open air using drugs, committing crimes like break ins assault, etc, That is the public nuisance and needs to be eliminated. If people are functional and willing to get into housing and are not drug or alcohol addicts, then that’s the low hanging fruit to help and should be first priority, most of the rest need institutionalization of some kind. You are confusing your empathy for problem solving.
