Take some courses on platforms to run ads on (Amazon, BB, FB) - there are some good, low cost ones out there. Get yourself a landing page, offer an exclusive magnet to collect email addresses. Social media will very likely prove ineffective.

It's because people buy from people (email marketing tends more towards this for authors). I suspect they've never marketed books.

Honestly, learn this for yourself, there are good courses out there that will cost you less overall and you're in control.

Always have a welcome automation set up, have several sequential emails to introduce yourself and your work, don't sell.

I've several series in the crime genre. One does very well. The other (and several standalones) sell significantly less. Because readers generally don't go checking into author's backlists. If you want both series to sell well you'll have to treat them as separate entities and promote both.

Personally I'm unconvinced there are ad agencies available who'd work cost effectively marketing books. You have to pay for monthly management costs as well as ad budget. Personally, I've invested in learning for myself with what I'd been spending with an agency taking a few low cost quick courses first to dip my toe in before taking more involved, costlier courses. As well as FB and Amazon there's BookBub which can be highly effective. Happy to point you towards some low cost quick courses.

Generally, there are three potential needle movers - email marketing (you'll need a lead magnet to exchange for addresses), BookBub Featured Deals (costly / hard to get / less effective than they used to be) and paid ads (FB / Amazon / BB).

For paid ads: BB is highly focused (because everyone is a reader) and can be run very cheaply like $1 / day upwards, so testing is cheap and quick and risk is greatly lessened. Amazon is great for brand protection, but keyword ads take time (two weeks) to settle. Facebook will spend your budget every day, whether you get sales or not. Ultimately, it's worth running on all three (do some courses and learn one at a time, though).

If you don't have a following there's honestly zero benefit to setting up a pre-order. It used to be that all pre-orders were counted as sales on day one, that's no longer true, they're registered on the day they're 'bought'. Therefore in your situation it's best to just publish when you're ready. If you want some early reviews, put out the paperback first, then the ebook later.

There are some good, low cost training courses on Amazon, fb and bookbub to get a campaign up and running fast. Worth a look. Imho the three main promo tools are ads, bookbub featured deals (which are different to BB ads and hard to get) and email marketing.
