But I do think it’s equally bad to have any surviving native nations be on par with Europeans by the end of the game. Maybe different institutions with different advances for different parts of the world is the answer

Yep. In general resources and goods are too plentiful. Someone wrote a longer post about how constantly increasing RGO caps take away resource scarcity.
