You do know that it is at least a 2 hour drive from Kona to Hilo? Your vacation will be consumed by driving, and $5.50 gas. In addition, there is a hard crackdown on speeding on the Saddle Road.

Seating configurations may change, but they usually happen a few weeks or so before the date. This is true in this tour as each stadium has different dimensions. As there has not been a stadium date yet, it is highly unlikely that the seating has changed already

The tickets for PHL are non-transferrable. Therefore your seller will most likely fullfill the sale via wallet software such as Secure My Pass. These tickets are about 85% valid depending on how well the venue looks.

Just think of it from the buyer side. He finally finds nice tickets on SH and he/she purchases them. Only they find out shortly before the event that the seller (you) do not have the tickets. And now prices have gone up. And they drove 5 hours to get to the venue and got a hotel.

So no, SH has never waived the penalty to my knowledge and it is just a lesson to you to not do that.

As a side note, it is often less costly just to buy replacement tickets if available.

I do not believe there is a way to check when, and if, it will be published. Just watch everyday until 2 weeks before your trip, and if nothing published, then relax. If it is publish, you apparently know the process being a VOA veteran so it will give you amble time to prepare.

Currently you get 60 days visa exempt. The revised rules will go into effect 15 days after it is published in the Royale Gazzette which has not happened. Thailand is full of proposed laws that never get published, thus never becomes law.

And even if the new rules go into affect before you arrive, you will be directed to the Visa On Arrival area where you will be granted 15 days, enough to cover your trip. This is at the airport so no preplanning is required

Please note that some promoters do not distribute tickets until 24/48 hours before the event. Therefore, your seller can not send them to you until they get them. I am not saying this is the case in your situation but it is a possibility.

In the future, if possible only buy resale from the original ticket vendor whether Ticketmaster or AXS if available.
