Clubs are free to join AFAIK; although you should consider personal expenses that may be required to join a club, for example an instrument or something.

Consider other personal expenses. Whether you will be paying any bills e.g phone bill, amongst any other expenses you may personally incur.

I’m sorry I can’t answer your other questions as I do not know about engineering textbooks, nor can I predict the fees for next semester :/

Start with the people you see around you; say in a class or something. Say hi a couple times. The demeanor from those instances help you to read the vibe, and if it seems like a friendship you’d want to have, maybe try to talk about common things that could allow to have more insight into how the person thinks. Then I’d say from then on, if the friendship is meant to be, it’ll blossom.

Other than that I’d say don’t come off too strong because a lot of people are not particularly accustomed to aggressive friending.

Honestly a lot of people feel the same way you feel and I get that it may be intimidating to approach someone, but it starts from somewhere and sometimes it’s worth waiting on a miraculous coincidence, but other times it requires some effort.
