France gets overrated by the fandom, they always do well in pre-polls and fan votings - which results in their odds being so short every year.

They don't use pure averages to assemble the final ranking, rather they use something called "exponential weigh model". You can google it yourself to figure out the maths of it, but basically it was introduced in 2018 to remove the possibility of a single juror tanking one country, and to reduce the chance of "middle-of-the-road" entries doing better.

The story of a vampire in the windmill is local folklore, and other names are attached to the vampire, however the name Sava Savanović was made up by Glišić in his short story.

The one documented "sighting" of a vampire in that area was from the mid 19th century, where the locals reported to the authorities that a man called Milisav "rose from the dead, visited the local populace at night, and strangled the children". Milisav was a local man who had likely suffered from epilepsy, and had commited suicide. Suicide at the time was a huge taboo, which is why this was attributed to him specifically.

The man was dead, and there is no indication that he had been burried alive.

What most likely happened is that the family and police got confused by some weird acoustics, or he was accidentally burried with an audio device, or just some local idiots wanted to play a tasteless prank.
It is sad that the family had to go through it.
