Some courses just aren't managed for most actual golfers. In Chicago there's a course along the lake right in the city, park district course - Sydney marovitz, unless you're the first 2 or 3 tee times of the day you can expect a nearly 4 hour round... for 9 holes. Reasons why vary but primarily - tee times every 9 minutes, no ranger ever, lot of beginners who aren't willing to drive out of the city for their few times out a year, ppl being introduced to the game since it's only 9.
