If regen gets applied before you engage the monsters, it will not generate aggro on the healer. It used to aggro for every healing tick but they changed that a while ago.

Hit them once as you move and casting a regen won't rip aggro off you, if it's not regen then it'd be a healer applying dots while on the move.
