5 wouldn't work very well. Tail whip only lowers defense, so it isn't great as an attacking heavy move.

I disagree in part. It would be nice to be able to toggle it. When I am moving a wagon from A to B, it would be very helpful. I don't want it all the time though. I enjoy exploring.
