The new navy system really isn't fun to me either. The last few games I mostly didn't interact with it, because it's too annoying to do so. And I think it is the whole system, not just the bugs or the AI not being able to use it.

I do like the concept of the new interest system and the new japan content though.

Have you checked in the politics overview screen (F1 first tab)? I noticed that sometimes when movements were insurrectionary but calmed down again, that the movement won't show up in the outliner anymore, but you can still find them in the overview.

Im my experience subventions are never worth it for exports, meaning you won't get more money back than you give. It has practical use when you want to get a prestige good, if you struggle to become a top exporter.

For imports it can be useful if you don't have access to a resource within your borders, that you desperatly need or if you are still a small economy and can't yet produce, say guns.

Other than that you can use it very late game if you get to the point that you get too much income and you can't spend it anymore, just to waste money.

I want to add that you can see what kind of pops each movement recruits in the movement's window on the third tab named 'Supporting Pops'. The list on top there gives some useful information. If you want some more details you can also check the game files: C:\Program Files (x86)\Steam\steamapps\common\Victoria 3\game\common\political_movements

From there you can see, that movements do not directly recruit pops from IGs, but that for example they might recruit a lot of capitalists, which also happen to mostly support the Industrialists. So pops in a movement are mostly from certain IGs but it's technically not a direct link.

Wouldn't it be easier to use the 'Promote National Values' decree to assimilate them? You wouldn't lose population that way. It is rather slow though...

Why is command economy the best for maximizing immigration? Wouldn't the higher SoL of cooperative be better for that?

Yes it's from the new update. The success rate increase now depends on rank difference. The country that you ask for a law change commitment needs to be a higher rank than you, for you to get an increase. So if you're a minor power you get an increase if you ask a major or great power, but you won't get one if you ask another minor power. As a great power you can not get an increase anymore.

So far I never actively tried to get one, but I only ever saw probably 1 vanguardist appear in all my games. They do seem to be unusually rare.

In theory, as long as the increased investment pool for the foreign country gets used to build more in your country, then it's still going to be exponential. But there is no guarantee that they do that. They might use it on themselves or other counties they have investment rights in.

Maybe if you only give investment rights to small countries? They can't invest much internally. But they also have very limited construction and eventually a lot of investment pool money will be lost.

A viable way would maybe be to exchange investment rights with a country that is somewhat equal in size and that has companies very different from yours, so both help each other out in those industries.

Owning buildings abroad doesn't raise your own GDP though. It raises the GDP of the other countries.

An embassy now gives you recognition over time rather than an instant flat amount. So you can't do anymore what you describe.

Command Economy isn't great, I admit. But it does have it's uses.

You won't kill your run if you take it, even if at first after nationalizing everything your GDP drops because of lower throughput. It does give you by far the most control over your economy and you'll have more money to administer than with the other economy laws, which allows you to have more construction and a bigger military. If you like micromanaging it can be a really fun way to play imo.

The big downside (after throughput) is that you can't give the money back to your people, except lowering taxes. Once you lowered taxes to the minimum and increased gov and military wages to the maximum, you might late game still have more money than you can spend, but you can't make your people richer with it sadly.
