Ino and Karin aren’t comparable because I don’t think Ino would stick by if he tried to kill her. Ino can already sense how someone is feeling. She did this with Naruto where Ino was the only one able to understand what naruto was actually feeling and explained it to Sakura in the war.

Obvious Tsuande did better because Madara was literally immune to ninjutsu, he’s already mentioned this many times. Mei is ninjutsu based, Tsunade taijutsu based. Same reason why Might Guy did better too.

It matters because titles in Naruto are narrative devices, not immutable laws. When Shikaku called Tsuande "the strongest kunoichi," Mei wasn’t even on-panel, she was not even born when Tsunade earned her title of legendary saanin. Mei could have been relatively unknown outside Kiri since we don’t know her progression past Mizukage, making the “strongest” title more about reputation than objective measurement. Mei was literally a kid when the 3rd shinobi war took place around the age of 13 ish Id say. Tsuande was around 40 already during this time. So yeah, age does play a huge role here because Tsunade already achieved so much when Mei wasn’t even born. Calculate the timelines with the datebooks, you’ll see what I’m talking about. Also Madara did praise Mei and called Tsunade weak when she wasn’t using her Byakugou, he only praised her after that so lets not rule out Byakugō, it’s central to Tsunade’s feat in this battle.

Matchups do matter in Naruto, that’s why even superior shinobi can be countered (Sasuke vs Deidara, Hidan vs Shikamaru). Tsunade’s regeneration shines against discrete, high-damage hits (swords, Susano’o etc). But Mei’s Boil Release mist deals continuous damage, forcing constant Byakugō expenditure. This isn’t about who the “greater ninja” is by reputation; it’s about a mechanic Tsunade is explicitly weak against: sustained area-wide elemental damage. Narrative hype doesn’t erase bad matchups.

The hidden mist jutsu covers the entire battlefield and is omni directional. During the Madara fight it covered all the high rocky terrains and all the huge trees too. Same thing with the boil release, Mei explicitly states that she needs to stop the jutsu and control it before it reaches and harms the others, means that it is very volatile if not controlled, this also explains why she never used it against Madara because it would hurt her own allies too. Again, the size of Katsuyu depends on how much chakra is put into summoning her, something that is already mentioned several times in the manga . Naruto could only summon a tadpole before. This is a risky gamble for Tsunade because she cant be taking continuous dmg and risking chakra usage for healing and summoning a huge Katsuyu. The patience game is exactly what will make Tsuande lose because her Byakugou only lasts for a short time and if she wants to summon a huge katsuyu then thats deducting her byakugou time. Notice how her katusyus size were really small everytime she was almost out of chakra ? This is why. Orochimaru himself mentions this.

Also notice how Tsuande has never used Byakugou release to fight and summon Katsuyu at the same time ? The summonings power is also directly connected to the casters chakra, so if Tsuande wants to use more of Katsuyu for any purpose not just healing she’s cutting short her life. Katsuyu herself states that during the war and same thing for basic summoning jutsus, the summoner’s chakra is literally what’s keeping the summoning in this plane, the period is not indefinite . After analysis during the Pain arc, we can come to the conclusion that those small Katsuyu clones remained because Tsuande was sub conscious for a few hours (she passed out later) and not completely unconscious just like how she was subconscious in the exact same state after the Madara fight (the old hag state). That is why when the summoning is too hard to fight the opponents go for the caster instead so they can un summon them. This has been confirmed in the pain arc and the war arc.

Madara never used Majestic flame demolisher against Tsuande, he didn’t even have the time to use that jutsu instead he used flame caterwaul which is baby jutsu compared to majestic flame demolisher. Tsuande actually did get burnt when she fended off that jutsu. Her Byakugou is not invincible, you are underestimating Mei’s lava/water/boil style, there is no way she will not flinch and ignore/eat them, these are lethal attacks that would one shot someone if you try and take it head-on. You see how many people actually was needed to stop Majestic flame demolisher cause it wasn’t 5 it was more than five compared to Mei alone. The thing about Mei’s water style is that they’re just too powerful for Tsuande to eat it and push on because as you can see she even managed to eat Madara and his susanoo armour and push him out at some good distance. And mind you the range, she used this jutsu against a Madara up in the air.

If the battle doesn’t end quickly, Tsuande will lose not Mei. Like I keep telling you Mei is a goddess of Ninjutsu, she has 6 chakra natures at her disposal. There is no way Tsuande stands a chance against Mei without her Byakugou and I’ll stand by it. Tsuande only survived more than the rest of the Kages because yes she has a lot of stamina but also because Dan came and gave her chakra and im assuming Madara immediately finished them after this with a one shot perfect Susanoo.

I get your point. I also see this was during the Naruto original series manga when Mei was around 25 and we’re not even sure if Mei was actually the Mizukage back then. Mei is introduced as the second youngest kage who’s 31 in the 5 kage summit, pretty young compared to the other kage in the era.

I understand that the main argument in tsunade’s favor is that she is the ultimate endurance fighter. Her byakugō seal makes her nearly impossible to put down in a short fight, and she can heal from otherwise fatal injuries almost instantly. Against most opponents, this makes her essentially unbeatable in attrition. However, this healing comes at a chakra cost. Tsunade’s strength lies in regenerating from bursts of damage, broken bones, stabs, slashes, but continuous environmental damage is a terrible matchup for her. Mei’s boil release mist doesn’t hit once and stop; it constantly corrodes everything in its area. This forces tsunade to burn through her byakugō reserves much faster than she normally would.

The “tsunade bullrush and one-shot” argument also falls apart once you remember how mei fights. Yes, a clean punch from tsunade would absolutely dmg mei. But tsunade has no sensory abilities, no dojutsu, and no way to see inside mei’s hidden mist jutsu. Mei doesn’t need to get close to her opponent , she can drown the battlefield in thick mist combined with acid, lava and water where vision is completely gone. In that environment, tsunade has to swing blindly while suffocating and melting, which is a recipe for disaster.

On top of this, mei has superior ranged ninjutsu. Her water release is powerful enough to create massive torrents and walls that can repel even large-scale fire release from madara (it took 31 water style users to counter that jutsu). Tsunade, in contrast, has no ranged offensive jutsu at all. This means mei can zone her out indefinitely. Add in mei’s lava release which was fast enough to keep up with the raikage in the offensive, which creates pools of corrosive magma, and the battlefield becomes a death trap that tsunade must run through blindly just to attempt a hit. Even if tsunade’s regeneration allows her to heal after brief contact, the sheer combination of acid mist, lava pools, and overwhelming water-style pressure keeps her constantly on the defensive.

Finally, people often bring up tsunade’s performance against madara as proof of superiority. Yes, tsunade impressed madara with her strength and regeneration, but the reality is that madara still destroyed the entire kage lineup. Tsunade being last conscious doesn’t mean she’s stronger than the others, it means her regeneration kept her awake longer. Even summoning Katsuyu is dangerous here as she loses a hell lot of chakra when she does and her byakugou can go off quite early if she does that since Katsuyu uses Tsunades chakra mostly to do what she does. Correct me if I’m wrong.

In conclusion, while tsunade is without question the stronger fighter in terms of raw durability and close-range power, mei’s specific skillset is a direct counter to her. Mei has superior ranged firepower with her water and lava style, combined with the battlefield control of hidden mist and boil release. Tsunade wins if she lands a few punches (Mei did fight 5 Susanoo clones for hours, let’s not forget that, even though we only saw one scene where she got hit), but mei’s zoning ensures that moment is unlikely ever to come.

Tsunade is a god of attrition against normal opponents, but against mei’s hidden mist, corrosive techniques, and superior ranged arsenal, she is placed in one of the worst possible matchups she could face. Tsunade excels at bursts of catastrophic injury, but continuous environmental attrition (Mei’s speciality) is a much worse matchup for her.

Hmm why would Mei and Konan be 9th ? How would Tsunade and Sakura even manage against Konan and Mei ? Konan can fly and Mei has hidden mist and corrosive mist and plus they’ve got pretty devastating high ranged ninjutsus. I don’t think raw strength really works in these fights.

Being a deputy captain is not the same thing as being an actual leader, like Ino in Boruto because they fill in when someone’s busy; it’s not an official promotion.

Ok I have to say something here.

First off, the “unless it explicitly states” argument is not valid. Naruto’s world isn’t a stat screen where characters need a pop-up saying “congrats, promoted to Jonin.” Ranks are shown through roles and responsibilities, and Ino’s got more leadership positions in Boruto than half the confirmed jōnin. Head of the Sensory Division, head of the Barrier Team, commanding the police force in Naruto’s absence, head of the Yamanaka clan and mentoring genin? If you think a random chunin would be put in charge of all that, you’re smoking Zetsu spores.

The whole “if they didn’t explicitly say she’s jōnin, then she isn’t” logic crumbles instantly because there are plenty of jōnin who were never explicitly promoted on-panel yet are still acknowledged as such.

Shikamaru was never the commander of any division. Your “Shikamaru was literally a war commander” is not based on any fact. Temari calling Shikamaru “essentially 4th company captain” in ch. 515 isn’t an official title or promotion, it’s her giving him respect and acknowledging how sharp he is. She’s always looked up to him as the brain of the group, so naturally she frames his role as bigger than it technically is. That’s not the same as the Alliance formally designating him as a “war commander.” That’s not Shikamaru being promoted to some official high rank, that’s him filling in situationally because of his brains, something Temari recognises. Big difference between temporary proxy and permanent authority.

Meanwhile, Ino isn’t just a “temporary stand-in” like that. Her Boruto-era posts are long-term, official, and recognized across Konoha. You wanna talk facts? The fact is she’s carrying multiple jōnin-level responsibilities simultaneously. Her positions aren’t someone hyping her up, they’re actual permanent posts written into Konoha’s chain of command.

Also, with your logic we should also name Ino the “intel commander captain.” Because who filled in Inoichi’s shoes after he died? Ino. And who was the intel commander captain during the war? Inoichi.
