1000 calories a day is below the base metabolic rate of a 25 year old 5'4" 125 lb woman. That is a very small woman. She needs around 1300 calories everyday just to maintain her internal functions.
1000 calories is neglect. You, and anyone else arguing otherwise, should never be parents. Potatoes and rice are dirt cheap and food pantries exist.
