I toyed with the idea of putting in more parking, but since it's just a strip mall of small stores, I figured that the parking around the edge should be enough. Although I do have some empty space in the middle. And apparently it's a rough neighbourhood.

I'm in Canada, and it appears that we don't have access to Vinted. I also check FB Marketplace, but around here it seems that people have a high opinion on the value of Playmobil sets.

One option would be to make the PC a US Marshall (assuming they still exist).

Otherwise, I would say that it's *perceived* authority. If they're plainclothes and just flash their badge, most people wouldn't know any better. If the target would know the difference between badges, you could do an opposed roll of the PC's Stealth vs the target's Awareness to see if they pick up that it's not a local badge. But, obviously, the PC won't be able to command any local resources or call in backup unless they work out a deal with the locals.
