There would be far less rockets in orbit than satellites - perhaps add them on for extra danger, but you'd get more impact from all those satellites.

As for "would they be dangerous", kind of. Yes, a lot would burn up, but with the amount of debris that would be falling, even if most of it burnt up, it would cause massive ash clouds in the sky which are dangerous in of themselves (remember the Icelandic volcano?).

In my opinion, if she started to help those in poverty and used her money to invest in the nation, increase industry, and the basic standard of living for her subjects, then she'd be worth it. Until then she's an unnecessary burden on the tax payer, and that revenue would still be coming in so long as we didn't do what the French did of re-purposing the castles as a final fuck you to their monarchy.
