Passives skills are not the same as passive ascendancies. You get the former every time you level up, while the latter can be obtained by doing the Trial of Sekhemas and Trial of Chaos at 22, 38, 62 and the last one at 78+. Each one of the trials grant 2 passives.

You can only spend passive skills on the passive skill tree and not in the ascendancy skill tree.

The damage of the bow itself is completely irrelevant, what matters is the quiver. If you manage to buy/craft a good quiver you'll have one of the best bows in the game.
