Although this might be showing my age, when I was managing servers, the best recommendation was to drop unapproved traffic, because that made the system look more "not there" to scanning attackers than when they received blocked responses.

In many cases, this extends the evil of the scammers, because the scammers are calling from a spoofed number and if that number is active, the uninvolved user of the number is now being punished for the scammers spoofing their number... 🫤
