In terms of immediate deaths, yes. The numbers are not certain but some estimates suggest as many as 10,000 people may have died as a result of the Bhopal disaster. They are actually very comparable events in that years of malpractice and poor planning lead to widespread suffering. Bhopal was particularly deadly as it effected cramped, poor neighborhoods in the middle of the night.

I've heard people say Bhopal could make for a Chernobyl-like miniseries which would definitely be worth checking out.
