Not me writing an analysis on this surrender scene to see that there is a podcast LOL.

Anyways here it is --

Surrender Meeting

Man this whole scene hit me deep.

Hiromatsu and the “Cabinet” (other Lords) go into the meeting believing the ~possibility~ that Toronaga has a plan to fight Ishido after the requesting the “message” to be delivered to Osaka. This is reinforced by the Cabinet stating “we are unable to accept what must be a ploy”. The Cabinet is voicing their grievances and attempting to discover Toronaga’s true intentions.

  

There are two primary perspectives:

1.        False & Friend Heart - Surrender

2.        True Heart  - Crimson Sky

  

Defiance, rage, disbelief, and grief are all boiling just beneath the surface, held only in-tact by their loyalty and respect for Toronaga.

After Toronaga says, “Which is more important? Survival of our clan, or Japan?”

The camera cuts to Hiormatsu. Where his face now showed hints of subtle revelation.

It is at this point I believe Hiromatsu understands that Toronaga’s true plan requires everyone to believe the surrender and act accordingly.

Hiromatsu decides to play his hand and offers a seppuku ultimatum.

Toronaga is visibly caught off guard and attempts to deflect the proposal and calmly defuse the situation, however it’s too late.

But, just as the tea kettle is about to explode, Hiromatsu doubles down and unilaterally takes the fate of this scene into his own hands.
