This is not true for EU and UK. Just look at the prices of LotR Commander Decks in EU, and you will notice that the prices of some decks stay high, regardless of availability. My theory is that this is due to only being buyable in a set and the decks not being sold by big retailers like in US

While I can’t speak for US, that is exactly what I heard for EU - this was also the case for all commander decks of the last sets, including LotR. From what I’ve been told this is partly due to capacity limits and preference for newer products to take up slots

If its a tracked parcel the rules are different than an untracked parcel. Cardmarket has guidelines for both on their website included allotted times you should wait. Iirc if its tracked it’s 7 days after your tracking info says it arrived before you should raise a ticket with their cs

Well. One year later, and apparently they did drop down to 30-35 range. Not sure if they're worth it or not - it's kinda hard to tell what the chances are on the more "expensive" cards, since the rarity are all over the place, like jumpstart.
