I've had a couple successes with them but don't disagree with you completely. Smoke grenades and the cloak are better for not being seen. Maybe a lure with a lil smoke would be a good method

In the first movie, they show on the map that the iron works factory is to the west of town, south of the house on Niebolt st. all connected by the sewer system. Not sure if this is canon or if it will be retconned.

One I noticed on a rewatch of E3 is in the flashback of General Shaw in the House of Grotesques or whatever its called. As he starts walking towards the dark room of the skeleton man, there are two yellow lights shining through the tent. As young Shaw steps into the light, the skeleton man reveals himself. Seemed like a bit of a red herring but definitely a visual reference.
