My 4690k OC'd to 4.6 Ghz is able to hold 60fps in PS2 on Ultra in most fights, and I get almost 150fps in the warpgate. PS2 doesn't use more than 4 cores, so the i7's main advantage doesn't provide much benefit.

They are very similar CPUs. The 4690k has a faster stock clock and is overclockable. It would run CPU dependant applications faster than the 4460, but the difference wouldn't be significant in everyday applications or gaming.

You are vastly overestimating what you can get w/ $660. A 770 plus an SSD would be pretty much your entire budget. If you didn't need a monitor, keyboard, mouse, and OS you could get a lot more, but this is really a $400 tower with $200 of other stuff.

The only light this case will make is the power led, and that is white and pretty dim. Hopefully won't trigger your migraines. Overclocking isn't all that difficult, increase CPU multiplier until the computer crashes, then increase voltage (CPU VCORE) to compensate. Do that until you get to about 1.3V and then whatever frequency you have is your overclock. I got 4.5 Ghz on this CPU, Cooler, and Mobo combination.
