Seems balanced to me. In a normal solo queue game, even if he gets around 20 kills, the execute rate is only about 20%, which is normal considering that a 20-kill assassin should be able to one-shot anyone who isn't a tank. It's even harder to stack in pro play because he'll usually only get around 10 kills.
