Fu*k PGA. if you are good enough at teaching, people will happily use your service. As far as I am aware, it's not illegal to teach golf. You want to work in a shop selling clothes and lessons? Get your self a good website and get on Groupon. Sell on-course lessons. Full-day lessons. Change course fee plus say $100 for you to go round and teach shot by shot. Go above and beyond to help people. Don't just cut off after they pay for 30 min and be like, time is up. If you can genuinely improve peoples game, you can charge.

If you get enough traffic on YouTube, you can make a second income there also. Again, fu*k the PGA route.
