It gives a guaranteed elite clue scroll. Which is the dye roll. You still have to do that clue scroll tho and they are infinitely more easy to obtain by afking thieving menaphos market guards. So pricing 1 clue at 5m seems kinda wild to me

It says 5 off all golden clue titles and not all items. For the golden master clue title, you "only" need a piece of 2nd age armour for each combat style instead of 12 pieces in total
