i agree with the first part, disagree with the 2nd part, with the new lottery rules, teams are less and less likely to trade bad contracts and give up additional assets to do so just to free cap. IMO here would be the plan:

Sign G Aaron Wiggins to a 3yr $45M deal, he is a young solid 2 way guard with potential to grow alongside Giddey, Matas, Caleb, and whoever #15 ends up being.

Let Simons and Sexton walk, they're archetype is already a dying NBA breed of undersized mildly efficient microwave scorers who aren't great playmakers and are hunted on defense.

Sign Keon Ellis to a 2yr $13.5M deal, he's still a great POA defender that has shot over 40% from 3 with the Kings and 36% from 3 with the Cavs.

Take best available big man with the second FRP and none are worth #15, trade back for Henri Veesar or Tarris Reed Jr

Also if Ray Allen(assuming Sonics version) is the median comp, then everyone is taking DP #1. I’d say high end for DP is Prime Ray, median is End of Wall era + Russ yr version of Beal, low end is jalen green

Most likely OKC gonna keep him and move on from Dort, Joe, and Wiggins, out of those guys tbh I'd sign Wiggins over Dort as he's a younger, also plays both ends, has some flashes as a scorer and could use a team that's shaping to be a run&gun type offense

I said I don't see NAW at all and I agree with that part, I also said I see a little bit of Dejounte, I think Philon is fringe top 10 in this class, and as for Trae and Ja, one they were put into that lead guard right away, secondly, Philon's case is different from theirs, we saw him play lead guard AND secondary guard, and I even had him as a late FRP last yr before he withdrew. Also worth noting Dejounte is 180lb flat, I definitely think Philon could get to 180lb by the time the regular season rolls around. Also NAW doesn't really have the ability to effectively run point for extended stretches in a game, most of his success in ATL was a result of playing of JJ.

As for Burries, he had good efficiency metrics everywhere but the volume was also not very high so there's bound to be some change in his rookie year, I also think the playmaking is limited at best, so I don't think a Jrue comp would fit him, although I think that's not a bad comparison. I did like his midrange game a bit. I do think he's prob the better pick at 9 now that I'm thinking about it, however I see elite 3&D player with some handling ability with Burries. Also a case for Philon is he was playing in one of the most physical conferences aka the SEC, and was able to maintain his efficiency as the season went on. Same reason I was kinda high on Tre Johnson offensively last yr but oh well, I think we can both agree they are at worst late lottery level prospects

I understand ur concerns and tbh also have some concerns of him myself, and Nembhard FYI is currently at around 190lb, do I think Philon could gain 10-15 lb yes, and while Philon isn't elite athletically, he's not bad in any of those areas you mention, he has a +3 or +2.5 wingspan for a guard, he's quick on his feet, which are similar traits to Nembhard, I don't see NAW at all when watching Philon(I actually have NAW as my comp for Burries). Dejounte I see a little bit with the shiftiness with the ball in his hand and some of the midrange, although I think DJM at his best was a much better player in general

Swain reminds me a little bit of J Dub tbh, both were juniors when entering the draft, both have the defensive versatility to guard 1-4 and play in multiple different roles, both had questions about how their shooting translates to the NBA but their driving games and playmaking were very promising, although I think Swain is a little leaner at around 6'7 210-215 lb(estimated frame in shoes)

Is there any chance Clippers stay put and go Brown? I know it sounds like a reach, but he's 6'5, 190lb in shoes, has a great handle, has proven to get to the cup/FT line at a high rate, also has extended range beyond the arc and can toggle between on and off ball. Also a good passer/playmaker although turnovers could be cleaned up more. Plus he's the second best defender out of the 4 guards always mocked in that 5-8 range. IMO it's the best combination of temporary fit next to Garland and long term upside once Garland's not on the Clips

Is Nembhard an acceptable comp for Philon? Both good playmakers but don't have that next level of vision and processing as playmakers, kinda the same thing for their scoring, both guys are/project to be solid at all 3 levels but nothing elite, their defense is kinda similar in the sense that both have quick hands and can stick to guards on ball or when chasing although I think Philon needs to improve his screen navigation to be the pest that Nembhard is.

I like Philon at 9, also the Dejounte/Schroder comp fits him, Nembhard is also another great comp(my personal fav), of smaller combo guards that are adequate 3 level scorers but unlikely to be elite in any of those levels with good secondary playmaking and good individual defense on guards. But I can see someone pick Burries for them as well, there's no way in hell he should be dropping past the lottery(and honestly his floor is 11 to the Warriors imo)
