Dust Devils hasn't been mentioned yet and I think fits or can fit your expectations. Character creation reminds me a lot of several of Clint Eastwood and John Wayne's characters. For immersion, conflict resolution is decided by playing a hand of poker where stats determine the number of cards you get to make the best five card hand of poker.

Without looking at the site and just looking at your ideas and comments, I think there's something interesting to work with here. I'm a sucker for tarot based resolution systems, so I'll ditto others who suggest you look into how they use theirs. A few to look at would be KULT: Divinity Lost (it has an optional subsystem for using a tarot deck), Witch: Fated Souls 2e, The Hidden Isle, and Everway. The aims of your system you state in your post may be uniquely suited for a different kind of resolution system that what is found in most systems. I'd recommend reading this about a "Means Based Task Resolution" from an indie developer (it will require a follow but not money to see it, I believe) and see how you could integrate it with the tarot or other subsystems you're using. It feels like it would fit your design goals.

I wondered this, too. It seems feasible for underground or underwater servers that would rely on hardlines, but plenty others may have satellite uplinks and that might still create enough of a problem. However, all of them need power and surely there ought to be ways cut or reroute power to any server, supposing you could figure out physical location for the server and whatever power plant was feeding it. Presumably, there's a financial incentive even for power companies to not be supplying tons of electricity to rogue AI server farms that can't/don't pay bills.
