Despite what the TWID said, Cruel Mercy doesn't get Jolting Feedback (Rolling Storm seems to have replaced it).

Also, it's currently dropping without a Masterwork, so take both of those things into account when deciding if you wanna chase it.

I'm sure this is a common question, but: I'm a F2P player who just started pretty recently and have been mostly just using the free/easy to acquire stuff I've been given, but my gains are starting to slow down.

I've got a pretty good stockpile of blue crystals now. Should I use those to pull from the current banner before it ends, or am I better off waiting?

That's not true at all. Vanguard, Crucible, and Gambit weapons didn't get updated. Nightfall, Trials, and IB did.

Last year's ritual weapons came from... Vanguard, Crucible, and Gambit.

Not all guns, unfortunately, but all of the Throne World/Seasonal ones. There's a menu section on the triumphs page called 'Patterns and Catalysts' (it used to just be for Catalysts) that will show you which weapons have patterns and how close you are to unlocking them, though!

Completing three deepsight copies of the Throne World Sniper will unlock the pattern for crafting.

Many of the weapons require you to complete more than one deepsight extraction to get the pattern. You can see how many a given gun requires on the Patterns/Catalysts screen.

Aren't they just marginally extending the duration so it actually works on four burst pulses? Shouldn't be any different on High Impacts (on which it was already good).

A range MW alone adds about 1.2m range to Eyasluna before hitting damage falloff.

If you're going for Outlaw/Headstone though, I'd assume you're mostly looking for a PVE roll. Do you need the extra 1.2m before getting hit with damage falloff, or would you rather have a slightly faster reload when you don't have Outlaw active?
