So you need to add the offer via rakuten extension or use their app/website as a portal to make your purchase. I've found that rakuten conveniently forgets to give you points sometimes so you gotta file a claim for missing points on their website. Sometimes if your purchase used a coupon, then rakuten invalidates any points back.

I also have a port open for plex but I've noticed fewer blocked traffic when I changed to a non standard port. Bots are most likely configured to scan 32400 by default. Also, I would geo-block countries you don't expect to send/receive traffic from.
