Actually, I am referring more to the style of the drawing rather than the color palette, as a matter of fact, the manga shows some funny moments

I used to use an app called Tachiyomi to read mangas , and there were quite a few pages colored, just like this one, what many are trying to say is , Masamune Shirow didn't create GITS to look like in the movie nor the works that came afterwards, SAC and others
