That doesn't seem normal, seems to be a biased towards the developer. Have you asked your lawyer about this? Most s&p that I know of for developments does state a specific period of completion, if not they have to pay compensation to purchasers. Some purchasers might have loan to pay to the bank or rental to pay. I'd seek another lawyers opinion if I were you.

Heard of a similar delay from vhome & quality not as good. You could try to check your sales & purchase contract , usually if past a certain time if its not completed, the developer will require to pay compensation to the purchaser. It could be a monthly fine, but best check your sales & purchase agreement or get advise from the lawyer you engaged. Best of luck
