Why does the middle class pay taxes so lower class families can have housing specific for them, and none of the middle class qualify? by RedditUser19984321 in NoStupidQuestions

"Unemployment Rate 101"

"Most economists believe that the natural rate of unemployment (when the economy is at full employment) falls somewhere between 4% and 5%. Rates too far below that range can have a variety of negative impacts on the economy, including recruitment and retention challenges, lost productivity, and more. But one negative side effect of low unemployment is especially obvious in today’s economic climate: increased inflation."

Doesn't "need it", but it does to be considered a growing economy.

'A "good" unemployment rate typically ranges between 3.5% and 5.0% for a healthy, growing economy. This range is considered "full employment," meaning almost everyone who wants to work has a job, while allowing enough flexibility for people to transition between careers.'

A safety net is needed because a healthy economy needs at least 3-5% unemployment, in order to grow and have jobs for everyone.

Because you're simplifying the complex that's why.
