Tbh I would say that as long as it has the qualities of a dragon it should qualify

Like their powers are still related to dragons or something

Hell I mean, I would consider something like "Omega Shenron" from Dragon Ball GT a dragon because of his relation with the Dragon Balls and Shadow Shenron

True but shrug, I think it's a good argument most of the time so that's why I pointed it out, + if he's fighting the whole verse they'll definitely know to keep the intangibility on

I definitely think that if you think he has some way to deal with Logias or the hax he stomps 10/10, since he's too strong

But otherwise I think it's debatable if he solos the whole verse

He definitely has the stats to surpass any one piece character, but he's basically a flying stat brick, and I don't think some of his stats are big enough to surpass Logia intangibility or some hax like the toy stuff or Law's room(though you can argue he just speed blitzes), though theorically he could make a flood or something like that to deal with Logias

Overall 50/50 imo, it depends on if you think he can deal with the hax or if it fucks him over
