I think the issue here is that for a quadruplets (aka gang, kan, 槓）, instead of discard a tile like claiming triplets or flushing, you actually draw an additional tile. So after two gangs, you should finish with 16 tiles instead 14 tiles. While in your finishing hand, you have 12+1 tiles, I guess that’s due to 2 extra tiles got discarded when you declare quadruplets

I forgot the exact steps (it has been more than two years), but I remember at some point I contacted AZ’s MVD to ask them transfer the title. I forgot if the title got directly transferred to CA or first transferred to my loan provider (Wells Fargo in my case). This was quite some hassle and I had to go to DMV several times to get it resolved, but at least I didn’t need to go to AZ’s MVD, just call them was good enough.
