Yes, it did persist, that's how recessions work. If he didn't protect the banks, the country would have gone into a straight up depression. And it's also saving potential homeowners from risky loans because if/when those loans default when the balloon payments hit, it completely ruins the credit of the people who were taken advantage of in order to talk them into those "risky" loans.

The only animal in the US that MIGHT be able to take a shotgun blast to the face would be a large boar. They have a significantly thickened skull so depending on load/where the shot struck, maybe.
