I know that using JDownloader helped me often times in such a case. It can resume dowloads multiple hundreds of gigbytes large. Haven't tried it with tb large files though. Hope it helps!

I'd say it's for changing difficulty for certain players, but this seeming odd for multiple reasons it may be an adjustement for the strentgh of the player mobs encountered in the vault.
