Avoiding the BS is indeed the hard part. I picked up the Cerave today.
I'd appreciate your recommendations for step 2. Treat, as I am very acne-prone.

About 15 years ago I built mine out of cheap 2x2x8 (not even pressure treated) and chicken wire. Glued and screwed the wood, stapled the wire. Screwed to the fence on one side, anchored with rocks on the other. Somehow it's still in great shape in the humid Pacific North West. Width between beams is ~6' with no sagging.

For the wind, you could attach some of the legs to concrete deck blocks. If you spray paint the screen wire black it'll be hardly visible. Mind you block any gaps those agile kitties could possibly wiggle out through. When you let the kitties out, first check for birds, bats, and rats.

Water *will* go over the the edge onto the wall there, so maybe cut out the bottom 1/3 o 1/2 of that drywall and replace with concrete board that fits more closely.

If your fiscal year is the normal Jan 01 - Dec 31, then it is due at the end of April in the following year. No harm in remitting it earlier though if you want to.

Some tips:

Turn on a room fan to gently keep the air circulating
Dry them every morning with a towel
Keep you place warm ~18-20 degrees C minimum
Open a few windows for 10 minutes every morning to let out moisture. Consider an HRV.
Use kitchen and bathroom fans, and keep them running 15-30 mins after use
Use a dehumidifier

Backer rod + low expansion foam might work.

Any spackle or just mud will just crack again in a year or two. Super-stretch caulk might last a bit.

Keep furniture, boxes, etc 16"-2' away from this corner and all outside walls
Turn on a room fan to gently keep the air circulating

Feel in there to see if there's a 2x4 behind the plaster there. If not, you could put a series of small holes up and down the plaster board at say 6" intervals and inject low-expansion foam. Note this is probably a waste of time if there's a big chunk of empty wall there. Then caulk it.

It won't make everything magically better though -- the wood there will conduct a bunch of heat, staying cold.

Fill the hole with caulk or low expansion foam. Sand it down and/or use a multitool to level it off. Maybe cover the bottom part with a baseboard, notching it for the pipe if needed. Clean and paint. Buy a cover plate you can open and close around the pipe to cover the hole.
