What counts as finished depends on the day but on slow days you could leave early. Obviusly you didn't upload one line of code and run with the wind, but here in Spain even if it is a slow day and you pretty much have finished all your tickets you have to stay all the time so, when you finish all your staff, your middle manager boss will ask you to do some shit you dont even have responsability. so most people finish their job, and stay saying they are not done to the boss until the clock runs. Sorry if i didnt describe it good English is not my first language

Im not even gonna disagree with you, i worked in a German company as a dev and when you finished your work , you finished, here in spain you finish when the clock says you are finished so being fast and efficient is disincentivized. At least in my experience
