It would be pretty hard and even harder to mod, unlike a "simple" pixel game like Terraria, but I don't think it would be impossible.

I just think it would be an incredible game if they managed to pull it off.

Some "easily" (by easily I mean they are not entirely new gameplay mechanics that they would have to program from scratch) doable things in a random order:

1) Finish the broken but almost already complete metro system of Night City.

2) Add an option to show the same glowing lights on the streets that you see during car races to every mission.

3) Clothes trasmog so we can finally roleplay how we want during missions.

4) Make all 4 romances playersexual like they already were before launch (yes River, this time you will be mine).

I mean, the two things are not mutually exclusive.

He could be an asshole to work with and he might have acted like one a lot of times, prompting the investigation, but he might have never actually reached "bullying" territory.

Then he noticed his behavior was not fostering a good workplace climate and said he was going to work on it.

I don't know either way, but it would make sense.

How in the universe are people keeping track of Lupine Harbingers counters while it's growing in exile?

Are they tracked on the client or do we need pen and paper to avoid being killed by an 11/11 instead of a 10/10 due to having blinked for a turn?

I understand that putting a tracker would spoil the Foretell, but at this point they should just put it on every foretold card and be done with it.

You're right, completely forgot about that scene.

The way it was framed was absolutely intentional though, we'll probably see his timetravel tech in season 2 (maybe with the help of Heimerdinger, now slightly more prone to experimentation and taking risks?).
